Job Description:
UTEC’s Evaluation and Learning Director is a new and senior position within our agency. This person will be responsible for developing and implementing the vision for two specific capacity building areas: evaluation and training/professional development.
The Director will lead all efforts in terms of designing and managing UTEC’s work to best evaluate our overall effectiveness. S/he will supervise the implementation of new web-based evaluation software, Efforts To Outcomes (ETO), ensuring that all data is correctly gathered and inputted on a regular schedule by all programming staff. In addition to ETO, the Director will implement any other necessary evaluation methods as appropriate (i.e. personal development assessment surveys, focus groups, photo journaling, etc.). S/he will analyze all outcomes to make appropriate strategic and programmatic decisions. S/he will research best practice implications based on evaluation findings. The Director will develop partnerships with external evaluators (i.e. university research partners) serving as the liaison with such collaborators. S/he will train and supervise a core group of teen leaders to help in the overall implementation of UTEC’s evaluation work. The Director will also translate and disseminate evaluation results (e.g., writing policy briefs and publications) to help shift policy discussions based on promising and best practices revealed.
In the area of training/professional development, the Director will assume full responsibility to ensure that a consistent culture of reflection and learning exists throughout the agency. The Director will create and implement a staff development curriculum/guide for the agency. S/he will lead the process and schedule of all regular trainings for staff (both adult and youth), facilitating various trainings in addition to arranging for outside trainers as well. S/he will also enhance and facilitate the staff evaluation process, including drafting outcomes-based job descriptions. S/he will design an incentive system for staff to enroll in outside trainings as part of a new professional development growth program to best develop senior leadership within the agency. The Director will explore the development of a new Streetworker Training Institute, as well as a new summer training institute for UTEC’s young people. The Director will also seek partnerships with academic and professional organizations to increase learning and development opportunities for staff and young people.
Qualifications
Prior background in evaluation work required; excellent oral and written writing skills; incredibly well-organized; capacity to work independently; ability to multi-task and adapt to changing environment; MA preferred/BA accepted with significant community/work experience; bi-lingual preferred; previous experience working with young people; strong leadership & facilitation skills; ability to provide own transportation; ability to laugh at oneself a must.
